Project Brief
FSA served as a key partner for the successful construction of Hitachi Rail's Digital Rail Factory in Hagerstown, Maryland. Working in collaboration with Bowman Development, Hitachi Rail, and local government agencies, FSA was able to coordinate efforts amongst stakeholders and prepare the land development, engineering, and design plans for the 43-acre site.

Hitachi’s commitment to achieving carbon neutrality across its facilities was an integral part of the site design. This commitment led to the installation of solar canopies for covered parking, a green roof over the entrance, pervious pavers, and many others. FSA sought to align with Hitachi’s commitment to carbon neutrality through its inclusion of similar design elements in the stormwater plans, too.
FSA helped obtain the NPDES permit required for the project and produced the stormwater management plans, which continued to emphasize eco-friendly design measures like bio-retention, porous concrete, and submerged gravel wetlands. In addition to stormwater planning, FSA also produced the grading plans and aided in design coordination for the 0.5-mile rail test track.
