​Frederick, Seibert and Associates was established in 1941, and over seventy-five years later continues to pride itself on professional excellence, hard work and a commitment of service for our clients. FSA’s clients come from both the public and private sectors. Our private sector work ranges from individual landowners to large regional, national and multi-national corporations. FSA’s public sector work ranges from towns and boroughs to the Federal Government. FSA strives to work directly with local communities to understand what our impact can be within the areas we live in.

Fred FrederickPresident

Mr. Frederick has been working in the field of surveying and civil engineering since 1974.

In 1986, after many years with other firms in charge of State Highway engineering and survey projects, Mr. Frederick became a partner at J. Harold Seibert and Associates with Mr. Seibert, the County Surveyor of Washington County, MD since 1941.

Mr. Frederick has served as an expert witness on the Washington County Circuit Court for various investigations. In addition, he has taught surveying technology as an engineering instructor at Hagerstown Community College.

Mr. Frederick is very involved in the Franklin County, PA and Washington County, MD communities and has served on numerous boards and advisory committees. He was also appointed as a member of the Rural Area Zoning Task Force to review and make recommendations regarding the 2007 Rural Rezoning.

Steve ZoretichVice President

Mr. Zoretich has been working in the field of landscape architecture since 1983. He began his career at Environmental Planning and Design (EPD) in Pittsburgh, Pennsylvania. During his tenure at EPD, he worked on a wide range of projects from large scale master planning to thousands of acres of office parks in Pittsburgh and North Carolina. He’s worked on renowned Botanical Gardens in places such as Chicago and Missouri and urban design in downtown Pittsburgh.

Mr. Zoretich joined Associated Engineering Sciences in Hagerstown, Maryland to start their Landscape Architecture Division in 1985.

In 1986, Mr. Zoretich joined Frederick, Seibert and Associates as a partner and has managed many large scale projects from conceptual design through final engineering and construction.

Mr. Zoretich is also an active member of various organizations including The Hagerstown Rotary Club, The American Society of Landscape Architecture, The American Institute of Planners and The Urban Land Institute.
